Optimization of Planning

To be realistic the plan most be well balanced. The failure to correlate all its elements results in disproportions and excessive strain, which makes it neces­sary to correct the plan in course of its fulfillment. It should, however, be borne in mind that there can be a multitude of well-balanced and practically attainable variants of the plan.

This makes it extremely important to choose the best variant, the optimum plan. The rates and the proportions stipulated in the plans for economic devel­opment should be the opting onsets. This means that the plans should provide for the most effective utilization of all potentialities and resources of economy.

The rate of tire national income growth (providing, of course for the re­quired level of the population's welfare and the full utilization of the society's lab our resources) serves as the general criterion for ascertaining that the plan has been drawn up in the optimum way. Diverse criteria can be applied for the sepa­rate branches-production growth, decrease in expenditure, etc., and their choice depends on the concrete situation.

A balanced plan is required to ensure high production growth rates, the most expedient economic proportions and the high quality of output, all of which should be achieved with a minimum outlay of social labor.
