The foreword

Now I should tell the following. The foreword (video of the appeal) is created in February, 2011. But two ways are created in the beginning of 2009 (and even earlier).

Moreover, I already dispatched them in February and March, 2009 to many addresses. I had wroted to mass media of different political orientations, to politicians, religious figures. In the middle of May, 2009 I have sent the letter personally to the President of the Russian Federation Dmitry Medvedev.

And now, I shall make small digression and shall tell the next.

When I dispatched the letters in the end of February and the beginning of March, 2009, I thought, that I was the first (in known history of mankind) who had guessed for idea about formation of the minimal wages by percentage section of the commercial income. And believed, that this idea will probably patent.

But, on March, 20th, 2009 I have read through in Anikin Andrey Vladimirovich book “the Way of searches. Social and economic ideas in Russia up to Marxism” (Moscow, 1990), lines which shocked me. It has appeared, that in the middle of 19-th century, in Russia, Valerjan Nikolaevich Maykov (1823 - 1847) have already stated a similar idea. (The destiny of this thinker is tragic; he has sunk, being 23 years old).

As I understood to myself from this book, Valerjan Maykov have come to this idea alsoas well as I, absolutely independently. Moreover, in this book one more thinker who lived in France and has stated the same idea even earlier was mentioned. He is the famous Francois Mari Charles Fure (Fourier) (1772 — 1837). And if as the economist, Valerjan Maykov are known for the some people (he is more known as the writer; however, I think, that Valerjan Maykov - the writer are known, besides, basically, to professional critics), but Francois Fure is very famous scientist. Why I did not know, that Fure is the author of this IDEA?

I already mentioned, that I am the historian by my education, but not the economist. And though the political economy is an adjacent science with sociology, philosophy, history, nevertheless, historians (at least, students of universities) do not study political economy so is detailed, as professional economists.

Besides those years when I was the student of university, I at all was not interested in economy absolutely. I was interested, basically, in mystical philosophy and ancient history. And the more so, at that time, economic theories of socialists-utopians did not interest at all.

Certainly, after I have understood, that I am not "pioneer" of idea about percentage section of the income, it became clear, it is impossible to patent this idea.

When I wrote the letter to the president Medvedev (the middle of May, 2009) did not begin to mention subject matter of "patenting", and have simply told, that these ideas very simply to realize and they really is very greatly, and will very quickly improve a life of people of Russia.

So, I wish to emphasize, that have thought up these two IDEAS absolutely independently, nothing knowing that the FIRST already expressed in 19-th century. And about the same, whether the economic science knows the SECOND idea, I do not know andnow.
