Global deal must be the aim on climate change
British Ambassador to Korea Martin Uden spoke at the UN Conference on Climate Change at Korea University on Wednesday 10 August.
Chairman Young Soo-gil, Ambassador Sohn Seung-whan, President Kim Byung-chul, Executive Director Kim-baek, distinguished guests, thank you and good morning. It is a real pleasure to be here at the opening of this conference. Congratulations to you all for taking part. I don’t need to tell you that climate change is a tremendous challenge. We are committed to deep carbon cuts in the UK. In 15 years our emissions will be half of what they were in 1990. No other country has binding targets that far ahead or that ambitious. It is crucial that countries with high ambition take bold action. Working together, the UK and Korea can demonstrate the advantages of green growth and build greater public and political support for rapid action to reduce carbon emissions. But we must have a whole-world solution. We need a global legally binding deal that covers emissions from all the major emitters. And the only way to achieve that is through the United Nations. It will not be easy. There are few international agreements quite so complex. And all of you here will get to experience this complexity first hand. So, what should we be looking for at the next UN Climate Conference in Durban? First, we must reinforce the momentum achieved at Cancun last year and continue to lay the foundations for a binding deal. That means continued progress on climate finance and the rules for measuring and verifying emissions. Second, we must focus on the delivery of the commitments made at Cancun. We must put the rules in place to ensure that the emissions pledges are robust, rigorous and quantified. Third is to make progress on the toughest issue of all: the legal form of a future climate deal. The UK and the EU have said we will consider extending the Kyoto Protocol under certain conditions. But the Kyoto Protocol alone cannot deliver the action needed to avoid dangerous climate change. It covers only around a quarter of all emissions. We must find ways of bringing the rest of the world into a legal framework. We need to work towards a truly global, legally binding treaty to limit emissions – and concrete, measurable actions to deliver it. Nothing else can do, or will do. I wish you all the very best of luck for a successful conference. I am sure you will find it stimulating, challenging, and fun. I look forward to hearing your conclusions. Thank you.
