(a) Strategic Framework.-- (1) In general.--Not later than 180 days after the date of The enactment of this Act, the Secretary of Defense, with Concurrence by the Secretary of State, shall develop and submit To the appropriate congressional committees a strategic Framework for United States security assistance and cooperation In Europe and Eurasia. (2) Elements.--The strategic framework required by Paragraph (1) shall include-- (A) an evaluation of the extent to which the threat To security and stability in Europe and Eurasia is a Threat to the national security of the United States And the security interests of the NATO alliance; (B) an identification of the primary objectives, Priorities, and desired end-states of United States Security assistance and cooperation programs in Europe And Eurasia and an assessment of the resources required To achieve such objectives, priorities, and end-states; (C) a methodology for assessing the effectiveness Of United States security assistance and cooperation Programs in such regions in making progress towards Such objectives, priorities, and end-states, including An identification of key measures for such progress; And (D) criteria for bilateral and multilateral Partnerships in such regions.
