Text 2

Task 9. a) Read and translate the text.

A controlled delivery is the delivery of a consignment of goods under the continuous surveillance of customs or police officers in an attempt to arrest as many members of the smuggling organization as possible and in particular the principal.

Drug couriers and drugs seized can easily be replaced but the drug principals can’t. It is the arrest of these principals and the smashing of drug trafficking organization that enforcement agencies should mainly be concerned with and this is what controlled deliveries are aimed at.

When a drug shipment is discovered, all or most of the drugs is substituted with a harmless substance and “clean” controlled delivery is carried out. With some concealment and in certain circumstances substitution may not be feasible, and a “live” controlled delivery may be undertaken.

The advantages of substitution are obvious; it minimizes the possible risk of losing the drugs; the investigating officers are afforded a greater degree of flexibility, because they are not constantly faced with ensuring that the drugs are secure, which in a “live” situation must take priority.

There are four occasions which might produce a controlled delivery. These are when drugs are detected with:

- couriers;

- freight and unaccompanied baggage;

- postal items;

- export and transit goods.

A situation involving a courier is probably the most difficult to progress as a controlled delivery. It is usually neither practicable nor desirable to allow the courier to proceed, because of the unacceptably high risk of losing both the drugs and the person. The two options are: to co-opt the assistance of the courier or substitute an undercover officer in their place.

In circumstances where a co-operating courier is being used the courier’s reliability must be considered extremely doubtful. When an undercover officer is used, consideration must be given to the fact that the person is often known to other members of the organization. An officer’s safety is paramount and steps must be taken to protect him or her at all times of risk.

b) Make a glossary. Choose seven words to remember.

c) Speak about: a) what a controlled delivery is;

b) why such operations are carried out;

c) the types of controlled delivery operations ;

d) the occasions that may produce a controlled delivery;

e) the ways a controlled delivery may progress.
