Decision to Watch List

5.1 Criteria for watch listing: Unruly Passenger reports follow standard process as defined in Ref A.

Any of the safety forums (SAG’s) may nominate a passenger for watch listing but will ensure that the following actions have been taken:

1. The passenger behavior threat level is classified level II, III or III (Ref B) and, the passenger’s behaviour resulted in a serious event where the safety of the aircraft or an individual (passenger or staff member) was compromised including injury to other passengers, KC personnel or aircraft diversions and, 2. Passengers can be positively identified through having copies of their passport or identification document and,

3. In case of level II behaviour if we have passenger’s home/working address details, first

registered letter to be sent to the passenger by corporate safety department notifying

him that his/her unruly/disruptive behaviour was registered and in case of further

unruly/destructive behaviour he/she to be included to KC watch list. If we do not have

his address details, he is to be watch listed without sending the notification.

4. After a Dept Head (or delegated manager) interviewed the reporter and the reporter’s immediate manager at the time of event (could be acft Capt or IFS), to fully ascertain the facts and level off threat that was posed and may be posed by this passenger in future.

5. CSQ and/or Dept Heads should endeavour to obtain corroborating evidence from any other staff or general public known to have witnessed the event.

Exception:

· For extremely high risk events CSQ may communicate immediately with ASRB members to include a passenger to the Watch List.

· For extremely high risk events passenger may be black listed upon decision of ASRB meeting or during special meeting with ASRB members.
